SZ was a founder of the Insurance Technical Bureau (ITB), together with Richard Chilver, Harry B. Whitehouse, Eric F. Bigland of the Guardian Royal Exchange Assurance Group, and Charles Windebank. The Bureau's aim was to bring rigour and co-ordination to the scientific and technical advice needed by the insurance industry. SZ was primarily ITB's scientific consultant. ITB was incorporated under the Companies Act in 1974; a copy of the Articles of Association is in File SZ/ITB/2.

ITB 'folded', in SZ's words, in 1986 and was subsumed into the new Loss Prevention Council (LPC), eventually becoming the LPC Technical Centre. SZ maintained links with the new organisation.
