The paper is attached to a covering letter, signed by Col. E.J. Foord, to Group Capt. C.W.B. Urmston [SZ/AEAF/5/1/2], whose section had requested it. The letter explains that the paper is part of a larger study of the AEAF Transportation Plan.

The paper concentrates on German supply and maintenance traffic, making no reference to movement of reinforcements, which had been dealt with "in a previous paper", nor to attacks on the Seine and Loire bridges.

It concluded that "The programme of rail centre attacks has clearly not impaired the enemy's ability to move the necessary daily supply and maintenance tonnage by rail into the bridgehead area" but notes that the programme should not be judged on this alone and that movement of reinforcements would account for a larger volume of daily rail traffic.
