The paper estimates the likely 'final adjustments' to the disposition of enemy reserves in the west which it is anticipated will take place "later in the spring", with particular refence to the areas in which movements are likely to occur assuming that an allied invasion is expected "in the NEPTUNE area" [the Pas de Calais and Southern France], but that precautions will be taken to deal with landings elsewhere, and that by D+2 the German Command will have committed all local and next nearest reserves and decide to commit the bulk of the remaining reserves in the West.

Both generic and specific targets for air attack are suggested. There are three appendices. The first lists key junctions and bridges in rail centres to "Neptune area", the second identifies types of control point and suggests the method of their attack, and the third identifies SAS [Special Air Service] and SOE [Special Operations Executive] tasks.
