Contains three items, the first two of which are drafts of a letter [from SZ?] to Tedder, dated 18/2/44 and 28/2/44, referring to "recent meetings" at which the view had been expressed that to divert bomber effort from attacks on German towns and industry to air operations preparatory to Operation Overlord would be disastrous. In them the writer examines critically the achievement of air attacks on Germany with reference to reports issued by the RE Department of MOHS. The third item is a paper [by SZ?] entitled The Logic of Desire, or why we should bomb Berlin, 20/6/44. This paper deals with the issue of low morale in Britain as a result of V-weapon attacks and the argument being pressed [by the Prime Minister] that heavy reprisal attacks should be mounted against Berlin and other German cities. The author argues that maintaining direct attacks on the V-weapon launch sites was more useful.
