The paper is in the form of four propositions, questions posed by them, and a summing up. The propositions are that civilian morale in London is falling and that of Germany rising, that this must be reversed, that reversal cannot be done by destroying V-weapon facilities but only by attacking Berlin, and that a secondary objective of attacks on Berlin will be to destroy the German fighter aircraft forces and specific targets within the city. Counter arguments are that evidence of the state of German morale is derived from German propaganda, which could itself be symptomatic of weak morale, and that civilian morale in London could be raised by destruction of V-weapon facilities. The fact that the German civilian population may not be immediately aware of the fact is irrelevant.
