Photocopy of a letter. Describes the careful and detailed survey of casualties and morale of the citizens of Birmingham in 1942. Lord Cherwell's judgement in applying the data to the bombing of German cities is discussed. He took the view that since morale and production in Birmingham had not been affected too much, the German cities required much heavier bombing. This was in contrast with Tizard's careful logic and recognition of the operational factor.
