Describes Admiral Sir David Luce's threat to resign if the proposed Cabinet decision to scrap the aircraft carrier programme and to disband the Fleet Air Arm is put into effect. SZ is in accord with this. The argument which supports the scrapping of the carrier programme is that all navies had been significantly reduced since 1945 and the carrier is likely to be "vaporised by land-based bombers or rockets." They also cost £80,000,000 to build, and would be under threat from nuclear-powered submarines.
