Top and carbon copy both of which are headed "Copy" of a covering memorandum to a plan by the "Director de Mouvement" of the SNCF, submitted jointly with the French resistance movements [SZ/AEAF/7/4/3-4]. The plan is summarised by the Director of Plans, SOE and recommends strategic attacks on marshalling yards in conjunction with attacks on German reinforcements moving into France and sabotage. There is specific reference to proposals to sabotage the Paris Ceinture Railway, at which SOE demurs since the necessary explosives cannot be distributed and this railway is particularly heavily guarded.

The paper outlines the action that SOE would take if SHAEF were to agree to carry out the plan.
