The study focusses on the effect of the offensive against transportation targets in reducing enemy movements between D-Day and D+8 and concludes that"The plan by itself will not have any appreciable effect on the arrival of any reserves in the [assault] area up to D plus 4. The subsequent build-up of infantry divisions from N.E. area of FRANCE and BELGIUM will suffer progressive delay owing to the reduced rate of movement, always assuming thta movements continue to be made by rail."
