The meeting was chaired by Air Chief Marshal Tedder, Deputy Supreme Command and attended by Air Chief Marshal Leigh-Mallory, SZ, General Vandenberg, Deputy Air C-in-C, AEAF, and representatives of USSTAF and Bomber Command, among others. The meeting had been convened to consider "certain alternatives to the targets which are being attacked under the Transportation Plan". A wide range of targets was discussed and decisions taken as to the priority they should be given.

The minutes are signed by Air Vice Marshal J.M. Robb.
