Howell confirms that his paper 'Note on the relative efficacy of high explosive bombs in the attack of towns'"presumed that town demolition 'per se' was the primary aim." He agrees with SZ's recommendations on bombs to create road blocks but is "not sure that a sprinkling of 4000 lb. [sic] bombs is economic. The moral effect, however, may compensate for the relatively small decrease in efficiency."
