Note on the relative efficacy of high explosive bombs in the attack of towns, March 1944

The paper argues that the best weapons to use where destruction of buildings is desired in air attacks on towns are "the appropriate incendiary bombs" supported by "a proportion of high explosive bombs" to achieve venting (by destroying windows, doors, partition, ceilings and roofs), destruction of water mains,and cratering and road blocks to impede fire services. It also covers the "casualty effect" and identifies the type of high explosive bombs to select for each task and their contribution to the overall effect.
