Typed on headed notepaper: Governor General, Commonwealth of Australia. Appointed a member of the military division of the most excellent order of the British Empire.
Lieutenant Titcombe joined the R.A.N.R. in August 1948 and was promoted Sub-Lieutenant in June 1952. He served in H.M.A.S. Macquarie and later was appointed to H.M.A.S. Rushcutter for a clearance diving course. On completion of the course he was appointed O.I.C. East Australia Area, Mobile Clearance Diving Team.
On 21st April 1959, when on exchange service with the Royal Navy, Lieutenant Titcombe showed outstanding skill and exposed himself to risks in recovering a helicopter which ditched near Portland, United Kingdom, in about 170 feet of water. He has recently returned to Australia.
