Powell showed the concussion paper to Sandison who made it clear that the paper was unacceptable. There is a possibility that the pension aspect will have to be omitted. Powell discusses Sandison's objections in detail and encloses notes [SZ/OEMU/59/10/1/10] on 48 casualties which may have been erroneously used in the paper.
