Scope and content

SZ makes suggestions for alterations to the purpose of the survey in Palmer's paper. What must be stressed is that the purpose of the survey "is to determine whether or not the manner in which casualties occur affect [sic] the tactics of the operations, and whether without deteriously [sic] affecting tactics, formation flying could be so changed so as to cut down casualties."
