Scope and content

Refers to communications which Colonel Cutler had brought back with him from the United States. This concerns a project presented by Colonel Bayless. Palmer is impressed with the proposals but concerned that the work would be entirely medical as opposed to operational. The approval of the Secretary of War would be needed to create a Table of Organisation as suggested by Bayless. Palmer would mention to Cutler the advances the British had made over the Americans in collecting wound casualty data. He comments on the swift-moving organisation used in Sicily.
