SZ believes that anything which can impede a blast wave is useful but its efficacy in avoiding breaking glass would be slight. And should a bomb fall close enough to a house for its blast-wave to have a lethal or wounding effect on those inside then the house would probably be demolished anyway. So avoiding breaking glass in that instance would be futile as the occupants could easily be wounded by masoary. On the whole, keeping windows open is probably the safest option.
