SZ provides figures for the cost and time of constructing concrete shelters. The adaptation of unfinished steel frame buildings would provide shelter against a 250kg bomb for up to 1 million people. The underground tube could only provide shelter for 200,000 people. Further statistics showing the differential effects of bombardment on different parts of London, provided by Bradford Hill, are available for Harrod to see.
