Harrod is of the opinion that a cement structure [would be too costly]. He asks if a steel structure could be devised. Ventilation would require engineering expertise. He asks if burrowing under existing steel framed buildings in London was possible. On verso is an instruction on how to get to somewhere. It mentions a railway bridge.
