Due to the widespread incidence of raids and casualties, a trip to Scotland is thought unnecessary. Visits to places where incidence of casualties is less than in the massive raids, is thought preferable. McSwiney is asked to obtain Fraser's authority [of the E.M.S.] to visit the places.
