Fulton, John F. recipient
Discusses the suggestion of a delay fuse on a 20 lb fragmentation bomb to permit penetration of the earth cover of dug-outs. An alternative is the 100 lb G.P. bomb. A manual on terminal ballistics is expected to be put out by the Ordnance Department. Morse suggests that a study for enemy missiles of the percentage of wounds caused solely by fragments with masses less than a given mass be undertaken.
