SZ mentions Fulton being "a psychiatrist in the Navy". Mentions Lisle Burns' mistakes in calculations as pointed out by Fulton. SZ writes of the necessity for modern methods of statistical analysis if scientific progress is to be made. Fulton is asked to assist with problems which have arisen in connection with Palmer's work in establishing a casualty survey unit. The problems concern the staffing of the unit and the related qualifications and ranking of staff. Palmer's position in this regard also needs to be reviewed.
