Fulton had hoped SZ would be able to attend the Wound Ballistics Conference on 25/9/43. The importance of experimental studies into the effects of anti-personnel fragmentation missiles is acknowledged by the Aberdeen Proving Ground. Lew Weed asked Fulton to organise the studies and he became the chairman of the Committee on Wound Ballistics; Newton Harvey was to be part of the research project. Fulton encloses draft minutes of the conference on wound ballistics [not included].
