Refusal for the declassification of Palmer's paper `An Investigation of the Directional Density of Flak Fragments and Burst Patterns at High Altitudes'. The report was not declassified since it contained information which was not for general consumption, and because it related closely to current classified projects on aircraft vulnerability. The manuscript was returned.
