The Committee superseded the OEEC Committee for Applied Research, which had been an advisory committee of the European Productivity Agency, with extended terms of reference covering "oriented fundamental research" [minutes of first meeting, 10-11.7.61]. Under the new structure it was a twin to the Committee for Scientific and Technical Personnel.
The task of the Working Party to Review the Pilot Teams' Activity was to prepare a joint report and set of proposals for the Committee. The Working Party on Science Aid, on which Belgium, France, the Netherlands, the UK and the US were represented, was set up to examine the question of giving a higher priority than hitherto to "aid for building up scientific activities in developing countries" [Document SR/WP(65)3].
