Scope and content

With the first phase of the reorganisation of the Ministry complete, Thorneycroft looks toward further priorities for rationalising the department. Significant progress had not been made since 1/4/64 and the amalgamation of four departments into the new Council was not being sufficiently acknowledged by staff. A review of the structure of the Headquarters is proposed.
