Scope and content

The Headquarters Reorganisation Committee reports on two questions which it was asked to answer. Examines the changes in departmental organisation and Ministerial responsibility which should take place in view of the hypothesis that certain responsibilities of the Ministry of Aviation are transferred to the Ministry of Defence. The responsibilities of the Ministers of Defence across various services are also discussed.
