The Home Office insists that foreign students obtain a work permit before arrival, this is in accordance with the Aliens Order. Professor Bunting's request is not the only one of its kind received. If exemption from the requirements were granted, control would be lost over the employment of large numbers of foreigners. The International Association for the Exchange of Students for Technical Experience, is the only arrangement under which foreign students can arrive without work permits.
