Morgan states that students are not separately defined in the Aliens Order Article which requires that foreigners obtain permits for employment. In addition, there are too many students entering the United Kingdom every summer and they embrace a wide field of occupations which would make administration difficult. Permits are usually issued within two or three weeks of receipt of applications.
