Hedges looks at the outdated docks, locks and cargo hankling installations and puts forward his ideas on the 'Shipsafe' system. This system can play an important part in promoting efficiency in the period from the end of the sea passage until the commencement of cargo work. Examples of the current workings of docks and locks around the United Kingdom are described.
