Contains mainly correspondence relating to Hedges' innovation of a "shipsafe double lock". This system would obviate the necessity for a ship to waste hours while waiting for a suitable state of tide to lock inwards or outwards. Hedges was also concerned with the design of ports and harbours and how this affects efficiency in cargo handling. Connecting road and rail links are also examined since they have a bearing on total transport time. Lord Mountbatten approaches SZ for advice on Hedges' ideas. SZ is willing to pursue the matter but he fears that difficulties will lie in finding someone to pay for the tests which need to be carried out.
