Scope and content

Clarke's amendments to the innovation report were designed to put the points SZ had in mind "in a reasonable and moderate way." Without the amendments the report would "have given violent offence throughout the Government's research establishments and the scientific civil service generally." As a legitimate comment from an outside source, the publication of the report connot be objected to. As Prof. Blackett is the chief author of the report, and the amendments will be made, Clarke does not think that Mr Benn will volunteer any criticism.
