SZ was worried at comments Benn made in his letter about the innovation report [SZ/CSA/180/43-44]. It appears that if the report is not changed then Benn will have to attack both the report and the Advisory Council when the report is published. SZ feels that the principle of the Council's independence is at stake. It should be able to express views which do not agree with government policy. Nor is it true that the Council is not aware of the Ministry of Technology's actions regarding the orgainisation of research. Both Patrick Blackett and Otto Clarke have input into the Advisory Council and government bodies.
