If Mr Lobbenberg wishes to question the rules governing the appointment of people like Bondi he will have to go back some time. These rules have been in place for around 50 years. Drew mentioned the Polish Admiral's case as it is topical. However "there is no logical answer to this kind of individual case." These difficulties are bound to occur when policy is changed so dramatically.
