The Foreign Office and the Board of Trade think that using the new molluscicide as a bargaining tool to extract political concessions from China could work to the United Kingdom's detriment. The Chinese are good trade customers who leave politics out of business. Trying to extract concessions through trade might result in China deciding to boycott British goods altogether.
