Explains the reason for the discrepancy in allowances granted to Research and Experiments Department officers and officials sent by Ministry of Aircraft Production. The underlying reason lay in whether officers were posted overseas for an indefinite period, or whether they were sent abroad as commissioned officers for restricted periods. The former received the allowance.
