Harris finds the Prime Minister's view that the bombing offensive was carried out "simply for the sake of increasing the terror" insulting. Contrary to the Prime Minister's opinion, Harris feels that attacks on transport are more likely to have adverse effects during the Allies' occupation of Germany than bombing cities would. It is the transport plan rather than strategic bombing which should be reviewed, says Harris.
