Scope and content

Discusses in detail Harris' estimates of the force required to destroy enemy oil installations. Portal is disappointed that Harris seems unable to put his heart into attacking oil. On the contrary, Portal feels Harris should be eager to take any opportunities to increase the RAF's part in the whole war effort. Bomber Command's attacks on oil have already yielded results and Portal feels it should share in the task of driving home the advantage.
