The purpose of the meeting was to "consider the estimates reached regarding civilian casualties which might be expected in attacks on the Selected Series of FRENCH railway targets." Having considered the method and statistical assumptions used those present concludued that "The higher values stated in the final report" were based on the fact that the Director of Bomber Operations, Air Ministry had supplied [to R.E.8?] "another figure" for the tonnage of bombs required by RAF Bomber Command for attacks on the targets, and that "previous experience had shown that only some 50% of the attacks carried out by Eighth Air Force reached their target". Estimates of expected casualties presented in "the final report" had been scaled up to reflect "these higher values".
