Items [SZ/AEAF/7/1/9-10] are drafts of the text and [SZ/AEAF/7/1/11] an early version of the accompanying tables relating to RAF Bomber Command and USAAF targets. These tables have been heavily amended and marked in MS on both copies.
A copy of the paper was sent to Sir Arthur Tedder (see [SZ/AEAF/7/1/13-14]). The paper was prepared in the light of disagreement expressed at the War Cabinet Defence Committee meeting on 5/4/44 over estimates of the number of civilian casualties which would be sustained in allied air attacks on rail centres in France and Belgium in support of Operation Overlord.
