[Written circa 23/6/44 by H.W. Bailey-King, E.J. Foord and SZ?]. Copy [SZ/AEAF/5/1/9] is headed "Crossbow Exchange" in SZ's hand, copy [SZ/AEAF/5/1/10] is annotated "To C-in-C. For your information. S. Zuckerman", and copy [SZ/AEAF/5/1/11] is annotated "A/C Pelly. I think ACM Tedder knows all about this. Also the Air Ministry [initials illegible]". A map to which the text makes reference is absent from all three copies.
The paper recommends "a policy of rail interdiction backed up, if necessary, by bombing rail congestion" in order to disrupt the movement of V-weapons to launch sites to an area of the French coast from Calais to Dieppe (the "Crossbow" area).
