Scope and content

The paper takes issue with the view of the Air Ministry and its advisers, "in particular Mr Lawrence of M.E.W." that the German and French railway systems were "not seriously affected" and had sufficient reserve capacity "to make good any critical damage which A.E.A.F's plan of attacking communications" might inflict. Ministry of Economic Warfare Industrial Damage Report No. 77 [SZ/AEAF/3/5/1] is cited in refutation of criticism of the AEAF plan.
