Report of an examiniation by representatives of the Objectives Department, Ministry of Economic Warfare and the Enemy Objectives Unit, US Embassy, London, of "the plan put forward by A.E.A.F. for an attack on the Railway Systems of France Belgium and Western Germany." The examination had been requested by the Director of Bomber Operations on behalf of Air Intelligence, Transportation I (P), Air Ministry, which in its turn was acting on behalf of the Directorate of Transportation, War Office.

The report expresses the unanimous views of the signatories: Squadron Leader W.S. Wigglesworth, Air Intelligence 3 (e), Air Ministry:; Lt Colonel J.H. Ewing, Director of Transportation, Transportation I (P), War Office, Colonel C.L. Lawrence, Objectives Department, Ministry of Economic Warfare, and Captain C.P. Kindelberger (US Army), Enemy Objectives Unit, US Embassy, London. The plan examined is headed 'Second draft' and was issued under the authority of Chief of Ops,. AEAF on 22/1/44, six weeks earlier [possibly SZ/AEAF/1/2/1?].

The signatories conclude that they "cannot subscibe to the conclusions expressed in the paper [i.e. the AEAF plan].
