Minutes of a meeting held on Saturday March 25th [1944] to discuss the bombing policy in the period before "Overlord"

The meeting was chaired by the Chief of the Air Staff, Sir Charles Portal and attended by General Eisenhower, Air Chief Marshals Tedder, Leigh-Mallory (AEAF) and Harris (RAF Bomber Command), Generals Spaatz and Anderson, of the US Strategic and Tactical Air Forces and representatives of the War Office, Air Ministry, Joint Intelligence Staff and Ministry of Economic Warfare.
The purpose of the meeting was to consider Air Chief Marshal Tedder's "bombing plan" [see SZ/AEAF/3/1/1]. The meeting concluded that of the two options, the Transportation Plan was adopted with an undertaking to give serious consideration to adopting the Oil Plan "after the first crisis of OVERLORD was passed and we were firmly established in the Continent".
The meeting then turned to consideration of "the tactical questions involved" and concluded by assigning to ACM Tedder three actions:
Headed "Copy".
