Contains two items being: the minutes of a meeting held on 25/3/44 to discuss bombing policy in the period before D-Day, chaired by Sir Charles Portal, Chief of the Air Staff; and the paper 'Employment of Allied Air Forces in support of "Overlord"', by Air Chief Marshal Tedder, 24/3/44, (Tedder's Plan) which was the single item on the agenda for the meeting. The meeting was attended by US Generals Eisenhower, Spaatz and Anderson and Air Chief Marshals Tedder, Leigh-Mallory and Harris as well as representatives of the War Office, Air Ministry, Joint Intelligence Staff, and Ministry of Economic Warfare. The meeting adopted Tedder's plan for an offensive against transportation targets in support of Operation Overlord with the proviso that serious consideration would be given to an alternative plan put forward, against oil supply targets, "after the first crisis of OVERLORD was passed and we were firmly established on the continent". The meeting also considered associated tactical questions.
