The SHAEF G-2 paper is a 2-page summary based on other evidence notably "a specially prepared report by MEW [Ministry of Economic Warfare]" and "the latest report of the Hantley Oil Committee", both of which are appended.
The paper calculates that elimination of two thirds of German oil output could effect the collapse of German opposition and assesses allied air force capabilities in achieving such a reduction in oil output, noting in particular the role of long-range fighter escort of bomber forces and reduction in German aircraft production.
The appendice are: A. The Oil Position in Axis Europe, first six months of 1944. Report by the Joint Intelligence Sub-Committee of the War Cabinet [Hantley Committee?], JIC (44) 218 (O) (Final), 27/5/44.
B. Attack on the German Oil Industry. Summary and conclusions, [report by] Enemy Branch, Foreign Office and Ministry of Economic Warfare, 3/6/44. (Includes lists of Axis synthetic oil plants and principal Axis oil refineries).
