Two page memorandum bringing "to the notice of the Army Group an Tactical Air Force Commanders the policy underlying the operations (other than those in close support of the land battle) of the Strategic Bomber Forces, in order that no opportunity may be lost of co-ordinating the operations of the Strategic and Tactical Air Forces". The policy referred to was the reduction of enemy oil supplies and dislocation of enemy communications. The components of the oil and communications target systems are outlined and the specific targets listed and prioritised in two appendices.
