Minute issued "By Command of General Eisenhower" from the Office of the Deputy Supreme Commander [Air Chief Marshal Tedder], also signed by Air Vice Marshal Robb, Deputy Chief of Staff (Air) in which Commands are notified that "the direction of all forces of U.S. Strategical Air Forces and of Bomber Command in support of 'OVERLORD' and in the execution of 'POINTBLANK' shall pass to the Supreme Commander." The Supreme Commander, in turn, designated his Deputy responsible " for supervision of all air operations concerned with @POINTBLANK' and 'OVERLORD'".

The minute also announces the establishment of a SHAEF Advisory Committee on transportation targets and details its composition and functions, and defines damage categories to be allotted to targets attacked. Arrangements for the provision of intelligence to the Committee, including photographic reconnaissance data are sldo set out.
