Scope and content

Contains two items, a paper "Operational Factors" in relation to railway targets and expected casualties and a bundle of MS tables. The paper refers to the interpretation placed on the term "operational factors" by the Air Ministry's Directorate of Bomber Operations, an interpretation challenged by the author [SZ?], citing as evidence RAF Bomber Command's attacks on rail targets at Le Mans, Trappes and Amiens. The issue appears to have arisen in the course of "the unfortunate discussions whcih have developed over this question of [civilian] casualties". The bundles of tables include a list of French targets attacked by allied air forces in 1943-1944 and a note on attacks on bridges by 2nd Tactical Air Force.
