Spicer writes: `Your congratulations are premature. As yet the W.R.R. invitation has not been countersigned by Comrade Stalin though I am expecting him to cable this afternoon. Your suggestions and introductions are admirable.' He goes on to report that `The N.S.A. has advanced one stage viz [A.L.?] Bowtey's approval. I have not yet heard from Henderson.' Turning to P.E.P. he states that `Max [Nicholson] is unduly optimistic. Neal and Lindsay are determined that Blackett must go.... and refers to [Sir Arthur] Salter, [Israel] Sieff, `B.M.G.' and Elmhirst. Spicer hopes that JCP `can fix up the Septembrist Scheme at Plumpton.'
